Korean Age Explained: Which Age Goes on Forms, and Can You Buy Alcohol?
Since June 28, 2023, the age on Korean laws, contracts and official documents is your international age, unless a specific law says otherwise. The older Korean age runs one or two years ahead. For visitors, birth year still matters mostly when buying alcohol or tobacco: in 2026, anyone born in 2007 or earlier is outside the youth ban.
What does Korea count as your age now?
| Question | Answer |
|---|---|
| Age on official documents and contracts | Full age (international age), in force since June 28, 2023 |
| Where birth year still decides | Buying alcohol or tobacco under the Youth Protection Act (청소년 보호법) |
| Who counts as a “youth” in 2026 | Anyone born in 2008 or later; born in 2007 or earlier does not count |
| Who checks your age | The seller must verify the buyer’s age and identity |
Checked November 1, 2026 against the current text of each law.
Use the first line for any form, booking or contract. Keep your passport handy for the second.
What are the three ways to count Korean age?
Korea.net describes three. Full age (만 나이) starts at zero and adds a year on each birthday. Year age (연 나이) is this year minus your birth year. Traditional Korean age (세는 나이, also 한국식 나이) calls a baby one at birth and adds a year every January 1.
| Born | Full age | Year age | Traditional Korean age |
|---|---|---|---|
| March 20, 2000 | 26 | 26 | 27 |
| December 20, 2000 | 25 | 26 | 27 |
Ages on November 1, 2026.
Year age only matches full age after your birthday. That is why the second person in the table is a year behind on the full-age count. Use the full-age number on forms. The steps below work for any birthday.

How do you work out your Korean age today?
- Full age: 2026 minus your birth year. Subtract one if your birthday hasn’t come yet this year.
- Year age: 2026 minus your birth year, with no birthday check.
- Traditional Korean age: year age plus one.
In 2027, use 2027 in all three formulas. Year age and Korean age go up on January 1. Full age goes up on your birthday.
Which age do Korean forms and contracts use?
Korea’s Civil Act (민법) now says age is counted in full years, with the day of birth included. The Framework Act on Administration (행정기본법) says the same for government matters, unless another law says otherwise.
So an age on a contract or a government form means full age, even without the word “full”. The Ministry of Government Legislation said at the time that private customs were not being forced to change. Its example was marking the 70th and 80th birthdays by Korean age.
Korea.net reported that the change did not affect financial transactions, citing the Financial Supervisory Service: the related rules already used full age. Insurance is the exception. It keeps its own “insurance age”, which adds a year once more than six months have passed since your birthday.
If a Korean friend gives an age that sounds one or two years high, they may be counting the old way. On paperwork, write your international age.
Can you buy alcohol in Korea at 18 or 19?
At 19, you are outside the Youth Protection Act’s sales ban in 2026. At 18, you are outside it only if you were born in 2007.
The Act defines a “youth” (청소년) as someone under 19, then excludes anyone who has reached January 1 of the year they turn 19. That is why the line follows your birth year.
The same youth definition covers venues. Entertainment bars (유흥주점) and bars with singing (단란주점) must check age and keep youths out. Carry your passport for those doors too.
The Act bars anyone from selling alcohol or tobacco to a youth, including through automated vending devices. It also requires the seller to check the buyer’s age and identity.
| Birth year | Full age on Nov 1, 2026 | Youth under the Act in 2026? |
|---|---|---|
| 2008 | 17 or 18, depending on your birthday | Yes, sales are barred |
| 2007 | 18 or 19, depending on your birthday | No |
| 2006 | 19 or 20, depending on your birthday | No |

A traveler born in December 2007 is 18 in full years on November 1, 2026. They still fall outside the youth definition this year. Check your birth year, not your birthday, and carry your passport.
What changes on January 1?
The youth line moves one year every January 1. In 2027, anyone born in 2009 or later counts as a youth. Born in 2008 or earlier does not.
Take a traveler born December 20, 2008. On January 1, 2027 they are 18 in full years, yet they are outside the ban from that day.
If you travel in late December and again in January, the answer can change between trips. Recheck your birth year against the new calendar year.
Where else is full age not the rule?
| Area | Rule | Source |
|---|---|---|
| Primary school entry | March 1 of the year after the child turns 6; families may also start the year after the child turns 5 or 7 | Elementary and Secondary Education Act, Article 13 |
| Military draft, civil service exams | Korea.net’s June 2023 report said full age does not apply there | Korea.net, June 27, 2023 |
I couldn’t confirm the current rule for the second row in the law text itself. Visitors rarely meet either row. A family moving to Korea with a young child will meet the first. Ask the school about the year your child can start.

Which number would I give?
On any form or contract in Korea, I’d write my international age, because the law reads it that way. I’d treat birth year as the number to check for alcohol, tobacco and bar doors, because the youth rule runs on the calendar year, not your birthday.
The short version
Since June 28, 2023, Korean laws, contracts and official documents use your international age. For alcohol and tobacco, birth year decides: in 2026, born in 2007 or earlier is not a youth.
