Suneung Day in Korea: How Flights and Commutes Change on Nov 19
Suneung day, Thursday November 19, 2026, changes flights, the morning commute and how quiet Korea gets around schools. The government asks offices to start work after 10:00, the Seoul area runs extra subway trains early, and flight schedules shift during one 25-minute exam section. It matters most if you fly around lunchtime or travel in the early morning.
Suneung (수능) is the College Scholastic Ability Test, Korea’s national exam for university admission. Over 550,000 people sit it on the same day, which is why the government plans around it.
The exam fills the whole day, from morning to early evening. The English listening section is the part that touches the sky, since the ministry adjusts flights to keep noise down.
What changes on Suneung day?
| Question | Answer |
|---|---|
| Date | Thursday, November 19, 2026 |
| Exam hours | 08:40 to 17:45 (to 21:48 for test-takers with severe visual impairment) |
| English listening section | 13:10 to 13:35 |
| Test-takers and venues | 551,864 people at 1,312 test centers in 85 exam districts (시험지구) |
| Work start | The government asks offices and companies to start after 10:00 |
| Subways | More trains in the Seoul metropolitan area from 06:00 to 08:10 |
| Roads | Vehicle entry is controlled from 200 m in front of each test center |
| Flights | Takeoffs and landings are adjusted during the listening section; the Transport Ministry hasn’t posted its flight list yet |
| Noise | The government asks buses and trains to slow down near test centers, drivers to skip the horn, and nearby events and construction to keep quiet |
| Military | Artillery fire and tank movements pause during the listening section |
Checked November 3, 2026 against the Ministry of Education plan (announced October 20) on Korea’s policy briefing site, and Yonhap’s English report of it. Plans for the day itself can change.
Will Suneung day affect your flight?
It can, if you take off or land around early afternoon. The Education Ministry says it will adjust airplane and helicopter takeoffs and landings during the English listening section. Yonhap’s English report says they will be off limits in that window.
The Transport Ministry sets the exact window and the affected flights, and I couldn’t find this year’s notice yet. The most recent one I could find covered last year’s exam, held on November 13, 2025.
| Notice for the 2025 exam | What it said |
|---|---|
| Window | 13:05 to 13:40 (35 minutes) |
| Who was stopped | All takeoffs and landings nationwide, except emergency flights |
| Planes already flying | Held at 3 km or higher |
| Flights rescheduled | 140 in total: 65 international and 75 domestic |
| Passenger notice | Airlines were to warn booked passengers of changes in advance |
The 2024 notice added that the ministry planned to adjust departure times in advance, so planes would not circle or sit delayed. So a flight near the window can change even if it wasn’t in the banned minutes.
None of this is new. The 2024 notice used the same window and adjusted 156 flights, and the 2019 one adjusted 158.
The 2019, 2024 and 2025 notices all came out on a Tuesday, two days before a Thursday exam. If that repeats, this year’s would appear around November 17. Until then:
- Open your airline booking and check your departure or landing time. In 2025, airlines were to warn booked passengers of changes in advance.
- Look up your date on Incheon Airport’s departure timetable. The page warns that details can change with airport operations, and November 19 may not show until closer to the date.
- Ask your airline before you book a new flight for that day.

How does the morning commute change?
The government asks offices and companies to start after 10:00, so students aren’t stuck in traffic on the way to their test centers. It is a request, not a rule, so private firms may still choose their own hours.
In the Seoul area, subways run more trains from 06:00 to 08:10. Police and other agencies park emergency vehicles along student routes.
Vehicle entry is controlled from 200 m in front of each test center. The plan doesn’t give the hours for that control, so if your hotel sits next to a school, leave a few extra minutes for the last stretch with luggage.
Will it be quiet near schools, and are sights open?
The government asks buses and trains passing test centers to slow down and skip the horn. It also asks nearby event sites and construction crews to keep noise down.
The plan covers offices, transport and noise. It says nothing about when counters, shops or restaurants open. I found no notice about tourist sights either, so check each place’s own opening hours for that Thursday.

How I’d plan November 19
If I had a choice, I’d avoid a flight in the early afternoon of November 19, roughly 12:30 to 14:30. Last time the ban ran a little longer than the listening section, and the ministry planned to adjust departures around it.
I’d also start sightseeing after 10:00. The government is asking offices to start then so students get the roads and trains first, and I’d rather not join that rush.
The short version
Suneung day on November 19 matters mostly for flights around the 13:10 to 13:35 listening section and for the morning commute. Check your airline, expect offices to start work later, and keep a buffer around lunchtime.
